PSI Mozambique seeks a Monitoring and Evaluation Specialist to support a World Bank-funded initiative under the EMPODERA program, which aims to strengthen GBV service provider capacity and improve integrated service delivery for survivors across Mozambique. This position is contingent upon funding approval.

The M&E Specialist designs and manages the program’s monitoring and evaluation framework, ensuring robust data collection, analysis, and reporting throughout the assignment. They produce evidence that demonstrates learning outcomes, tracks progress against program indicators, and informs ongoing improvements to training quality and reach.

Principais Responsabilidades

  • Design and implement a comprehensive M&E framework for the consultancy, including gender and protection indicators aligned with World Bank requirements.
  • Develop and apply evaluation instruments, including pre/post-tests and feedback forms, for all training activities.
  • Manage data collection processes using digital tools (e.g., KoboToolbox, ODK, DHIS2) across all intervention provinces.
  • Produce monthly progress reports, including data on training volumes, participants reached, learning results, and challenges encountered.
  • Lead the design and implementation of the impact evaluation, comparing expected and achieved results across the program.
  • Translate technical findings into practical recommendations for program adjustments and donor reporting.
  • Build M&E capacity within the program team and, where relevant, among government counterparts.

Requisitos

  • Bachelor’s degree in Statistics, Economics, Public Health, Project Management, or a related field; Master’s an advantage.
  • Minimum 8–10 years of experience designing and implementing M&E systems, including gender and protection indicators.
  • Experience in impact evaluations in education, gender, or social protection programs.
  • Demonstrated proficiency with digital data collection platforms (KoboToolbox, ODK, DHIS2) and quantitative/qualitative analysis.
  • Track record of technical reporting to international donors.
  • Fluency in Portuguese required; English strongly recommended.
